Senate Bill 1110 authorizes counties to implement restricted payments in the AFDC and RCA programs provided counties notify the CDSS before implementing restricted payments. Restricted payments are payments made in the form of vendor payments or two-party payments to a shelter or utility provider.
Senate Bill 1110 was approved and filed with the Secretary of State in October 1995, but could not be implemented before November 26, 1996, when TANF was certified as complete by the federal Department of Health and Human Services.
