CDSS ACLs 97-17 and 97-18, ACIN I-26-97 (Synopsis): Minor Parent Requirement (Teen Pregnancy Disincentive) -- Aid to Families with Dependent Children (AFDC)

ACL 97-17 and ACIN I-26-97 provide questions and answers to the minor parent requirement regulations (MPP §89-201). ACL 97-18 refers to family maintenance services for minor parents.

The minor parent requirement regulations were effective May 1, 1997 and were provided in CDSS ACL 96-65 dated November 26, 1996.

Generally, a minor parent (under age 18), must live in the home of a parent, legal guardian, other adult relative, or an adult supported living arrangement in order to receive AFDC benefits unless the minor parent can establish that he/she meets an exception to that requirement. Exceptions include: the minor is an emancipated minor, the minor parent establishes that he/she cannot return to either parent’s home due to a health or safety factor, the minor has lived apart from the senior parent or legal guardian for at least twelve months prior to the birth of the child or the

application for aid, the parents’ whereabouts are unknown, or the parents are deceased.
