CDHS ACWDL 97-20 -- May 15, 1997 (Synopsis): Verification of Identity -- California Medical Assistance (Medi-Cal)

This ACWDL identifies changes in CDHS policy concerning how counties verify the identity of a Medi-Cal applicant or beneficiary. This ACWDL supersedes ACWDL 92-40.

Title 22, California Code of Regulations, §50167(A)(6) allows the county to verify identity by viewing a California driver’s license, an identification card issued by the DMV or any other document that appears to be valid and establish identity.

The Medi-Cal Eligibility Procedures Manual (MEPM), Article 4 Section 4W, lists several types of documents acceptable for verifying identity. Although the CDHS recently reduced the types of documents listed in the MEPM from 19 to 11, an eligibility worker may still verify an applicant’s or beneficiary’s identity by accepting an otherwise valid document not listed in the MEPM.
