CDHS ACWDL 97-17 -- April 30, 1997 (Synopsis): Unemployed Parent Deprivation Changes - California Medical Assistance (Medi-Cal)

Effective November 26, 1996, the Temporary Assistance to Needy Families (TANF) program was established in California, pursuant to the Personal Responsibility and Work Opportunity Act (PRWORA). Establishing deprivation based on unemployment is different under the PRWORA. Specifically, the PRWORA deleted the requirement that the unemployed parent wait at least 30 days before establishing AFDC unemployment deprivation and deleted the "connection to the labor force" requirement.

Effective November 26, 1996, for Medi-Cal eligibility based on Aid to Families with Dependent Children (AFDC) linkage, California is no longer required to impose a 30 day waiting period or require a principal earner to establish a connection to the labor force.

These requirements may remain under TANF.
