California Senate Bill (SB) 1780 eliminated the State-Only program. Effective September 1, 1996, pregnant women must be in their third trimester of pregnancy to receive a pregnancy special need. This provision does NOT apply to teens under age 19 who qualify for the Cal-Learn program. SB 1780 specified that pregnant women eligible for Cal-Learn are eligible to receive aid any time after verification of pregnancy. Therefore, an otherwise eligible pregnant teen under age 19, who has not obtained a high school diploma or its equivalent, continues to qualify for AFDC payments as well as the pregnancy special needs payment prior to the third trimester of pregnancy.
Effective September 1, 1996, if the Cal-Learn teen turns 19 or obtains the high school diploma or equivalent, she would become ineligible for AFDC (if she is not already a parent) or a pregnancy special need payment until her third trimester of pregnancy.
