The California Department of Social Services (CDSS), with technical assistance from the Office of System Integration (OSI) CMIPS II, recently conducted a competitive procurement to secure primary systems integration contractor services to design, develop, implement, operate and maintain CMIPS II. The new CMIPS II application replaces the obsolete 27 year-old CMIPS legacy application with an up-to-date application containing the capacity and flexibility to meet current and planned enhancements to the In-Home Support Services (IHSS) Program. The IHSS provides Medicaid benefits that enable qualified aged, blind and disabled recipients to stay in their homes and avoid institutionalization.
The CMIPS II Project is estimated to cost $326 million, with primary systems integration contract amounting to over $120 million for the design, development, installation, maintenance and operation of CMIPS II over a 10-year life span. The CMIPS II Project is currently finishing up the Planning Phase activities and beginning the Implementation Phase of the project.
The CMIPS II application will be hosted at a central facility operated by the Department of Technology Services (DTS). Approximately 3,000 system users access the central application through web browsers hosted on personal computers that are owned and maintained by the counties. The county computers are connected to DTS through the Wide Area Network (WAN) maintained by DTS. The CMIPS II contractor will provide services for timesheet processing at a central facility owned and operated by the CMIPS II contractor.
In addition, DTS hosts hardware and software for ongoing system development and testing. Some equipment for development and user testing will be hosted at the CMIPS II Project Office where State, State Support Contractor and CMIPS II Contractor staff are co-located. During the design, development and implementation (DDI) phase, the CMIPS II contractor will also host development hardware and software at the contractor facility. However, all hardware and software for on-going maintenance will be hosted at State owned facilities at DTS and the CMIPS II Project Office.
CMIPS II will use industry standard techniques including the open systems standard Java 2 Platform, and Extended Enterprise Edition framework (J2EEE). The modular system supports reuse and upgrading of components as technologies and business requirements evolve. WebSphere Business Integration Server (BIS) provides a central hub to manage the various messages that are being sent between MQ (message queue) enabled applications like the Curam Reference Application and CGI-AMS Advantage Payroll Application.
Background
The Legacy CMIPS System provides a statewide database and central processing for the Personal Care Service Program/Plus Waiver/In-Home Supportive Services-Residual (PCSP/IPW/IHSS-R) Program to support three primary functions:
a. Case Management - initiating and maintaining approximately 350,000* cases
b. Payroll - processing semi-monthly payments and approximately 700,000* timesheets for Providers
c. Management Information - provides statistical and financial reports to the Counties and State CDSS staff
The Legacy CMIPS System application operates on a mainframe at the Incumbent Contractor's data center in Rancho Cordova, California. All Counties have terminals or terminal emulation software for online access to the Legacy CMIPS System. Counties have printers for issuance of eligibility documents to the County and Notice of Action (NOA) to the Recipients.
The mainframe-computing platform is an IBM mainframe supported by the OS/390 operating system. Hardware at County sites is a mix of 3270 System Network Architecture (SNA) and PCs running Transmission Control Protocol/Internet Protocol (TCP/IP) and 3270 terminal emulation.
Two networks provide communications to the Legacy CMIPS sites. The first network is a SNA network supported by the Incumbent Contractor through its proprietary network. The second is through the DTS Wide Area Network.
Purpose
The purpose of the Invitation for Bid (IFB) is to secure Independent Project Oversight Consulting (IPOC) services to ensure that the Design, Development, and Implementation phases of the Case Management, Information and Payrolling System (CMIPS II) Project are conducted using best practices and standards in the Institute of Electrical and Electronics Engineers (IEEE) Standard 1012-2004 for Independent Verification and Validation and the Project Management Body of Knowledge (PMBOK) Third Edition for IPOC activities in the redevelopment of a large existing client-server application as a web-based service oriented architecture application.
The procurement of services for this Statement of Work (SOW) will be conducted by the Department of General Services (DGS) for the CDSS Office of Systems Oversight (OSO) of the Health and Human Services Agency.
Issuance of the IFB in no way constitutes a commitment by the State of California to award a contract. The State reserves the right to reject any or all proposals received if the State determines that it is in the State's best interest to do so. The State may reject any proposal that is conditional or incomplete. Any assumptions made by the Bidder in responding to the IFB are just that, assumptions of the Bidder and do not obligate the State in any way. Additionally, assumptions may make the proposal conditional and be cause for the proposal to be rejected. Responses to the IFB will be evaluated based on the total proposal, and the award, if made, will be to a single Bidder.
